Research Initiative "Future Building"
The research initiative “Future Building” of the Federal Ministry of Transport, Building and Urban Development aims to strengthen the competitiveness of the German building sector in the European internal market and to remove existing deficits particularly in the sector of technical, building cultural and organisational innovations. The Federal Office for Building and Regional Planning provides approximately 30 million euro until 2009 for this purpose in the form of allocations (approximately 60% of the total available budget) or contracts (approximately 40% of the total available budget).
In the research initiative research projects on the following theme areas are to be supported or commissioned inter alia:
- added value chain "building" (organisational questions, system leadership, life cycle approach, market transparency, …)
- building quality (architectural, technical, ecological, functional, economic quality,…)
- general conditions (technical, legal regulations, general European conditions,…)
- current challenges/new markets (new materials, adaptation of new techniques and procedures, security of buildings, terror prevention, …).
Projects
An analysis of the economic significance of the value chain for building activities
This study has analysed and quantified the economic significance of the value chain for building activities. Thereby it not solely looked at the building industry, but at all economic processes that are directly or indirectly connected with building activities.

Are alternative tenders innovative? Estimation of alternative tenders - analysis of effects on innovation
According to the German construction contract procedures the client has to mention if he wants alternative tenders or if he does not want to admit them. The intention of this procedure is to find out whether alternative tenders are appropriate as means to support innovative procurements.

Expansion of the data processing program "EMIS" for evaluating key figures and operation monitoring in line with RBBau K15
The program EMIS records energy consumption, cost and meter data as well as building utilization costs and evaluates those for a larger number of properties and buildings. This research project investigated whether EMIS can be expanded by an interface for forwarding uniform energy consumption data and characteristic values of the federal government's own properties to the institutions contracted to perform general evaluations. This concerned CO2-monitoring and determining reference values for non-residential buildings.

Adaptation to climate change: buildings and construction in Germany
It has emerged that Germany’s adaptation strategies and precautionary measures for reducing negative consequences of climate change in the field of the construction of buildings, as yet, hardly got off the ground. The study presents a first summary of the state of knowledge and of the requirements for the building and construction sector.

The relevance of international development in architecture and property investment for the building economy and building culture (Baukultur) in Germany
The continuing advance of globalisation and internationalisation also leaves its traces in the fields of building and property economy. International trends have an increasing influence on the quality of planning and building and therefore also on building culture in Germany.

BMVBS Building Safety Report
Objective of the building safety report was to generally assess the traffic safety of federal buildings with regard to their safety and to prepare a concept for technically and economically appropriate examination and evaluation of buildings safety of federal buildings.

Evaluation of the project "Contracting Campaign for State Properties" on benchmarks and monitoring-based selected methods
Since 2002, as part of the energy management in federal properties is successfully optimized. But the scepticism is still high, the number of imitators low. Time to take stock.

Certification of the sustainability of buildings
Topic of the research project was the development of a scientific concept for a national certification system for the sustainability of buildings. Challenge in this context was, beside the simultaneous and equivalent consideration of all criteria relevant for the rating of buildings, the development and attribution of practical assessment methods for every criterion.

Updating and Harmonizing Data for the Assessment of Sustainable Construction
In the research project the methodological framework for the compilation of a consistent database was developed. The system of the data supply includes that the responsibility for data supply remains with the manufacturer, but the specific requirements for computation are written in a guideline document.

Adaptation of the EU Construction Products Directive for the improvement of the German construction sector
The implementation of the EU Construction Products Directive affects essential fields of activity of the German construction sector. With the harmonisation of the technical regulations having made significant progress in Europe by now, the task of the research project was to investigate various aspects regarding the significations and repercussions of the Construction Products Directive on the construction activity in Germany.

Unification and harmonization of existing planning and evaluation tools to an overall system
The research project compiled an overall system for sustainable construction. In this overall system, it was shown the connection of planning and evaluation tools on the basis of examples.

Report on the evaluation of the public award procedures according to the VOB
The federal government put the simplification of the award procedure down in writing in its coalition agreement. But how much time and money do businesses and administration spend on tender, proposal and bit appraisal for construction works?

The building sector: some structural data
In official statistics, data on the scope and structure of Germany’s building sector is incomplete. To close this information gap, DIW Berlin developed an extensive rating model. On this basis, the activities of the building sector were comprehensively described for the years 1995 till 2006.

Basis for the development of climate protection instruments in the building sector
The research project aimed at the development of a concept for getting more information about the German residential building stock with respect to energy saving and climate protection. Inter alia the establishment of a building data base was considered and an outline of its contents was given.
